I just found about Jono's port and installed it with Duke 3D but i had some problems with it.
First, I was unable to turn sound or music on at all, even from the sound menu in the game. I heard that this is because sound must be specified in Jono's Setup program, but when I downloaded the setup zip file it did not come with an .exe file to run.
Also, when I ran the game it seemed like it was running twice as fast as the game normally plays. Is there any way to slow it down?

What Sound card do you have? Mine is defaulted to "Microsoft GS Wavetable SW Synth." I just have onboard sound and it works great.
It might also help if you listed your system specs (cpu, graphics card etc...) but it might be as simple as maxing out your resolution and turning on Anisotropic Filtering to the max.

The best way to describe it is with an example:

Normal texturing without anisotropic filtering gets blurry as the distance from the camera increases. Anisotropic filtering helps keep the texture sharp as the distance increases. As the anisotropic filtering level gets higher, the textures stay sharper for longer. In my example, it's obvious that pretty much anything more than 2x anisotropy makes little difference, but that can change depending on the texture. The simple textures from the Duke ART files don't tend to benefit from more than 4x anisotropy in my opinion.

AMD athlon 1.3 ghz
512 mb of ram
Windows XP service pack 1
GEForce 2 video card
Creative SB Live sound card
i know these are kind of basic, I don't know how to find more details or how to find out what kind of motherboard i'm using. but again, the sound/music is not working and the options menu won't even let me turn it on. also, the overall running speed of the game is about 2 times as fast as the game is supposed to run.

You should get JonoF's setup to get the sound workin'... It's almost not important what Sound Card You got since jfDuke uses DirectX(tm)... I personally have OLD Vortex2 MX300 and I'm happy like a kid...
As for double speed... You should be more specific:
- Does it occur in all renderer modes (Classic, 8Bit Polymost, 16/32 Bit Polymost)?
- Have You tried to make a so called "clean intall" (Making a folder, extracting jfDuke archive content to it and copying "duke3d.grp" to it)?
- Have You tried switching between all display resolutions?
- Have You tried tinkering with filtering/anysotropic filtering?
- Try to get few older jfDuke versions and test 'em
