I want to no if i convert any of the old sounds from Duk3D, and make them high quality and then add them to my HRSP would that cause me and 3D Realms to have a fight ???

You may legally convert nothing. Furthermore, upsampling sounds does not make them higher quality and anyone who honestly thinks it does really shouldn't be making a sound pack.
